It's good that you have such a neighbor nearby. May Bast watch over her wayward child and heal his injuries completely and promptly.
There are people who come to my house and leave dishes of water and cat food for the ferals. Some of them have been captured, neutered and vaccinated. Mostly they just tease the dog in the house behind ours - there's a garage or shed on our property, and the cats go inside there when the weather gets bad. They go up on the roof of the shed and look down into the yard where the dog is. They also steal his dog toys and drag them into my yard. I find it pleasant to look out into my yard and see cats lounging on the deck or on the shed roof, or on a mobile barbecue grill my landlord lets the Fire Department park next to the shed.
